LIBRA reads the market for those who have no time to read it. It goes through the notices published in Luxembourg, keeps those that match the company's services, and puts in front of every line the only things a decision needs: who is buying, what, by when, and where to check. It bids for nothing and contacts no buyer: deciding to go for a tender stays a human call.
What it does
It sweeps the sources
Luxembourg public procurement, European notices published in Luxembourg, consultant marketplaces, announcements published outside any portal. Every run records what it could read and, just as importantly, what it could not: a source that stayed shut is not a source with no results.
It qualifies instead of forwarding everything
Dozens of notices appear every week and almost none concern the company, so an exhaustive list goes unread. LIBRA ties each notice to the service catalogue, project management, cybersecurity and identity management, IT service management, business analysis, and sets the rest aside while saying why.
It counts the days left
A tender is rarely lost on substance, often on the date. Every opportunity carries its deadline as time remaining rather than a raw date, and those already past stay on screen as such: a missed opening that is quietly removed comes back the following year.
It files its findings, then keeps quiet
LIBRA writes its run into the agents' shared log and stops there. CONNECT, and only CONNECT, judges whether anything deserves a message. Five agents each writing on their own make an inbox people stop opening.
Four rules that define it
It invents no opportunity
Every line carries its source and its link, and the page refuses to render an address that is neither http nor https. An opportunity with no verifiable origin is not an opportunity, it is a claim.
The rule comes from a precedent: a page of entirely invented client testimonials was published elsewhere in the company before being corrected. On a commercial subject, a model missing a piece of information produces something perfectly credible and perfectly false.
It approaches no one
It answers no tender, writes to no buyer, opens no account on any platform. Its work ends with the qualified list, and resumes at the next run.
This is not a technical limit but a deliberate one: a bid commits the company, and a signature is not delegated to an agent.
It says what it could not read
Most useful sources require an account: the Luxembourg public procurement portal for full tender files, and the private consultant marketplaces. Without those credentials, coverage shrinks to whatever a search engine is willing to show.
The first run, in July 2026, reported three opportunities while five sources out of six could not be opened. The figure looked thin; above all it was misleading. The state of the sources therefore comes before the list, not in an appendix.
It knows no company
No name, no service catalogue, no country, no sector appears in its code. Everything comes from configuration, and the same instance can watch the market for another company without a single line changing.
That is the condition for these agents to serve the companies set up by RUNWAY as well, and not only the one they were born in.
The sources it reads
Four families, each with its own access conditions:
- Public procurement Luxembourg national notices; a company account is needed to reach the full tender files
- European notices European publications filtered on Luxembourg and the IT service codes
- Private platforms consultant marketplaces and calls for freelancers; named access required
- Open search announcements published outside any portal, notably by financial sector buyers
A source that demands an account stays in the run's list, with its status, instead of being dropped from it. A source shown as shut gets noticed; a source removed never does.
How to read an opportunity
Three levels of fit with the company's catalogue, and no more: a score out of ten would mean justifying the gap between 6 and 7, which no reading of a tender file honestly allows.
Strong fit the tender covers services the company already delivers, and has references for.
Partial fit part of the scope matches; the rest needs a partner or a skill still to be confirmed.
Worth a look the match is distant, but the line is kept so a need that sharpens later is not missed.
The score is a proposal, never a verdict. It exists to order a list, not to decide for anyone, and the reason attached to it is there precisely so it can be argued with.
